About the role The Outsourcing Oversight Analyst supports the execution of the Vendor Management and Outsourcing Oversight Framework for EML Money DAC, an Irish Electronic Money Institution (EMI). The Outsourcing Oversight Analyst ensures that EML Money DAC complies with CBI outsourcing guidance, EBA outsourcing guidelines, and DORA in managing vendor relationships.

The role is responsible for operational oversight, regulatory registers, and lifecycle management of outsourced service providers (OSPs) supporting the Irish regulated business. Policy ownership and interpretation sit with the Second Line of Defence; this role focuses on implementation, evidence, and day-to-day execution.

What you'll do

Support Business Owners with onboarding new vendors supporting the Irish regulated entity

Lead vendor assessments, including determination of outsourcing vs non-outsourcing (critical / important where applicable)

Execute vendor risk assessments, due diligence, and control reviews

Maintain the Outsourcing Register and support regulatory filings with the Central Bank of Ireland

Maintain and manage the DORA Register, including required submissions

Conduct periodic reviews of critical outsourced providers, assessing compliance with contractual and regulatory requirements

Perform oversight across key risk areas including Customer Due Diligence, Customer Service, Complaints Management, and contractual adherence

Analyse review outcomes, identify risks or control gaps, and escalate issues as appropriate

Track remediation actions with Business Owners through to completion

Support management reporting on outsourcing risk and compliance

Collaborate with Compliance, Risk, Legal, IT, and Operations to embed effective oversight across the business

Qualifications

Minimum 4 years’ experience working with vendors and outsourced service providers in a regulated financial services environment

Strong hands‑on experience applying CBI Outsourcing Guidance, EBA Guidelines on Outsourcing, and DORA

Experience maintaining outsourcing or regulatory registers and supporting regulatory notifications or submissions

Practical experience executing vendor risk assessments, due diligence, and ongoing oversight activities

Strong understanding of business controls within a regulated operating environment

Excellent communication skills and confidence engaging with senior stakeholders

Highly organised, detail‑oriented, and able to manage multiple priorities independently

A self‑starter mindset with the maturity to work flexibly during delivery‑focused periods
