Description
Role Overview The Supply Chain Tender Delivery team at UisceÉireann is responsible for end‑to‑end strategic procurement activities. The Tender Compliance and Administration Analyst supports the Tender Compliance team, managing day‑to‑day tendering activities, preparing tender materials, ensuring compliance, and coordinating communication across procurement roles.

Main Duties and Responsibilities

Takes responsibility for assigning and balancing tendering administration activities across Tender Administrator Officers to ensure priorities are achieved and KPIs are consistently delivered.

Acts as initial escalation point for Tender Administration Officers in relation to queries.

Owns coordination and overall responsibility for Tender Administration Officer process training and knowledge build.

Takes ownership for e‑Tenders platform, driving deployment and managing change control.

Coordinating the detailed content/requirements to be included as part of the tender documentation with the relevant procurement team members.

Assist with key tender milestones in concert with tender administration processes to ensure they are accurately completed in order to meet deadlines.

Owning the tender documentation template and ensuring the standardisation of tendering documentation across UisceÉireann.

Manage tender correspondence in line with internal and external guidelines, and to required timelines.

Assist in the data gathering and research of external data and information required as part of the detailed content / requirements.

Support the selections process in conjunction with the relevant teams.

Reporting on procurement tender outcomes and supplier selection.

Manage the storing of all documentation relating to tenders.

Liaising with Procurement teams in UisceÉireann as necessary in the completion of tender documentation.

Raise potential risks and issues in relation to the tender process as necessary.

Other duties as required from time to time.

General Duties and Responsibilities

Collaboration with key internal stakeholders across the UÉ business.

Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.

Support the delivery of the UisceÉireann Transformation Programme, driving results required within the Directorate and supporting organisation‑wide objectives.

Other duties as required.

Knowledge, Skills and Experience

Relevant third level qualification and/or accreditation is desirable.

A minimum of 3 years’ experience in the water, utilities or similar industries is desirable and/or relevant experience.

Experience managing a team, with strong people, change management and conflict resolution skills.

Ability to develop and maintain effective partnerships with key stakeholders internally and externally.

Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others.

Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.

Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions.

Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements.

Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job.

Benefits Salary will be placed on the range based on your skills and experience. The market reference point (midpoint) of the range is generally the upper end of the offer where someone is deemed to be fully competent to take on the duties of the role, leaving room for the employee to progress through the pay range as their experience develops further.
