Your role
Develop and implement procurement strategies aligned with project delivery objectives.
Ensure compliance with: EU and Irish public procurement directives, corporate governance and audit requirements.
Lead the development of ITN documentation and evaluation criteria.
Lead and manage pre‑market engagement activities, including supplier consultations, market analysis, and early market sounding, to inform procurement strategies and ensure competitive, compliant sourcing outcomes.
Manage full tender lifecycle including the prequalification PQQ stage, PQQ notifications, ITN issuance, the clarification process, compliance checks, and tender submissions.
Design and manage robust, transparent evaluation methodologies (technical, commercial, and qualitative).
Support tender evaluation panels and governance approvals.
Support commercial negotiations with tenderers to achieve optimal outcomes.
Prepare tender evaluation reports and recommendations for award.
Close alignment with the Commercial teams to ensure the ITN documentation reflects the Contract and the scope.
Provide pre and post award guidance to tendering and delivery teams.
Engage with internal stakeholders (engineering, legal, PMO, commercial) to define procurement needs.
Interface with clients and external stakeholders.
Build and manage supplier and client relationships across the rail sector in Ireland.
Identify and mitigate procurement and contractual risks.
Maintain accurate audit trails and documentation.
Drive best practice in implementing procurement processes and systems.
Contribute to continuous improvement initiatives across the rail portfolio.
Ensure compliance with AtkinsRéalis governance, policies, and ethical standards.
About You
Demonstrable experience leading ITN/ITT development, tender management, and evaluation processes.
Strong understanding of contract forms (e.g. NEC) and procurement models.
Proven track record working with NEC contracts (NEC3/NEC4).
Experience managing high‑value, complex procurements in a public sector or regulated environment within infrastructure or rail sector projects.
Strong understanding of public procurement regulations in Ireland and the EU, contract law and commercial principles.
Expertise in tender evaluation methodologies and governance processes.
Ability to manage multiple complex tenders simultaneously.
Strong stakeholder management and communication skills.
Degree in Procurement, Engineering, Construction Management, Quantity Surveying, Law, or related discipline.
Professional membership or working towards professional membership such as CIPS or RICS.
Excellent leadership, negotiation, and communication abilities.
Ability to work collaboratively within a team environment.
Strong written and verbal communication skills.
High level of attention to detail and compliance.
Strong IT skills including competency in Microsoft Office applications (Excel, Word, etc.) and use of digital procurement tools / e‑tendering platforms.
Hold a full driving licence.
Right to work in Ireland.
Desirable Attributes
Chartered status (e.g. CIPS / RICS).
Experience working within a consultancy or client‑side environment.
Excellent knowledge of the Irish and/or UK rail infrastructure market, systems and project lifecycle.
Experience working with GCCC Public Works Contracts (PWC).
Experience working on major Irish rail programmes.
Personal qualities
