The Regulatory Reporting Governance Manager is responsible for establishing and maintaining a robust governance framework over the entire end-to-end financial regulatory reporting process

This role will ensure compliance with ECB requirements and BCBS 239 principles for data aggregation and reporting

The manager will act as the key liaison between Data Governance, Compliance, Risk, Finance, Controllership, Treasury, Credit, Product, Legal and Technology to ensure data accuracy, timeliness, and completeness of regulatory submissions

Define, implement and enforce policies for data quality and data lineage as it pertains financial regulatory reporting under ECB and other financial regulator obligations

Establish "single source of truth" data strategies aligned with ECB initiatives like iREF and BIRD.

Manage the governance for data ownership, ensuring clear stewardship of data inputs and outputs.

Implement and maintain reporting tools focusing on automated and efficient processes.

Provide effective quality assurance and appropriate internal controls over data inputs and reporting output.

Support integration of new acquisitions, new license obligations and new products by managing data requirements, process set up and enablement of reporting obligations.

Implement detailed risk-based operating procedures and checklists focusing heavily on internal controls throughout

Monitor the development of regulations in EMEA and globally to ensure advance awareness and assessment is completed with preparatory tasks undertaken early to implement required changes on financial regulatory reports.

Prepare and present periodic updates to EMEA and Finance Leadership

Challenge, resolve, and communicate any issues to internal stakeholders. 

Liaise with internal and external stakeholders such as Auditors or Regulators ensuring all requests are addressed timely and accurately.

Assist the global Regulatory Reporting and Governance team in any related initiatives outside of EMEA.

Requirements:

Qualified accountant (or similar BS, BA), preferably with a Big 4 background and ~6+ years’ professional experience in e-commerce/payments/financial services industries

High level of expertise in sourcing, interrogating and manipulating data in various forms/code from multiple systems/platforms, leveraging latest AI technologies.

Ability to lead projects and initiatives to ensure fulfilment of PayPal licensed entity Regulatory Reporting obligations.

Keen analytical and problem-solving experience with a strong focus on quality assurance of output

Strong understanding of regulations affecting the Banking and Payments industries across EMEA and globally.

Familiarity with financial statements preparation using local and international accounting standards including local GAAP and IFRS

Excellent written and oral communication and interpersonal skills with fluency in English mandatory and fluency in French an advantage

Attention to detail and the ability to prioritize and deliver in a fast paced and dynamic environment with a high degree of personal accountability, integrity and trust.

Demonstrated ability to work autonomously and effectively within cross functional and remote teams, with ability to share information, transfer knowledge and expertise to team members.

Technical experience dealing with multiple data systems and reporting platforms. SAP is an advantage; Strong process improvement skills.

Contributor to create and maintain a balanced, positive work environment.

Willingness to take on additional Regulatory Reporting work related to other geographies.

Ability to escalate issues and seek guidance as required.
