The Role:

We are seeking an accomplished and technically authoritative Bioresources and O&M Lead Proposal Engineer to join the central tendering and pre-construction function. This role will be central to the successful delivery of complex industrial tenders across wastewater treatment, anaerobic digestion, energy recovery and associated operations and maintenance works.

As a senior technical contributor within the tendering team, you will take ownership of the technical development of proposals from early engagement through to submission. You will bring strong process understanding, engineering judgement and strategic insight to shape compliant, buildable and competitive solutions that reflect best practice in industrial treatment and energy projects.

Working closely with estimators, designers, operations teams and supply chain partners, you will ensure that all technical proposals are underpinned by sound engineering principles, a clear understanding of construction and operational risk, and alignment with the commercial strategy. You will play a key role in interrogating specifications, challenging reference designs, and developing robust methodologies that demonstrate value for money, constructability and long-term operational performance.

You will contribute to optioneering, feasibility assessments and early-stage budget development, providing informed technical input to support strategic decision making. The role requires a strong appreciation of brownfield and live operational environments, refurbishment constraints, commissioning and interim operation, and whole life considerations.

You will ensure that technical governance and risk management processes are rigorously applied and clearly documented throughout the tender process. As a senior member of the pre-construction team, you will influence tender strategy, support bid reviews and provide technical leadership to less experienced engineers. This is a pivotal role for a technically credible professional who can operate confidently under pressure, manage multiple concurrent tenders and contribute directly to the successful conversion of complex industrial opportunities.

Main Duties and Responsibilities:

The main duties and responsibilities of the Bioresources and O&M Lead Proposal Engineer are outlined as follows:

1.      Estimate Preparation

        Develop detailed, accurate and fully evidenced mechanical estimates based on drawings, specifications and tender documentation.

        Ensure estimates reflect realistic construction risk, align with Glanua governance and adhere to relevant industry standards.

2.      Design Development Participation

        Engage actively in design development to assess buildability, installation methods, material selection and opportunities for innovation.

        Provide early stage cost guidance during tendering to support optioneering and ensure optimum value for money.

3.      Risk and Governance Compliance

        Ensure all risk management, commercial governance and approval procedures are followed and fully documented.

        Provide clear assumptions, exclusions and clarifications to support robust commercial decision making.

4.      Tender Preparation

        Contribute to the development of Tender Preparation and Tender Construction programmes.

        Work with planning and discipline leads to prepare detailed staff schedules and resource plans that reflect delivery requirements.

5.      Procurement Planning

        Work with buyers to develop procurement plans, identify suitable suppliers and subcontractors and negotiate commercial terms.

        Issue enquiries, evaluate quotations and secure competitive pricing for mechanical materials, equipment and subcontract services.

6.      Technical and Industry Awareness

        Maintain an up to date understanding of sector developments, mechanical systems, installation methods and market trends.

        Apply this knowledge to strengthen tender competitiveness and ensure accuracy in cost modelling.

7.      Financial Modelling

        Develop and refine financial models for framework submissions, including staff rate development and commercial scenario analysis.

        Support price fix reviews with clear justification of key mechanical cost drivers.

8.      Cost Coding and Feedback

        Use Glanua's standardised cost coding system to support cost capture, project benchmarking and future estimating accuracy.

        Provide feedback to improve cost libraries, production rates and estimating methodologies.

Knowledge, Skills and Experience:

The Bioresources and O&M Lead Proposal Engineer will bring strong technical leadership, process understanding and commercial awareness to the development of industrial treatment and energy project tenders.

1.      Technical and Proposal Leadership

        Lead the technical development of tender submissions across industrial wastewater treatment, anaerobic digestion, energy recovery and operations and maintenance scopes.

        Ensure all technical proposals are compliant with client requirements, applicable standards and internal governance procedures.

        Coordinate technical inputs from design, estimating, operations and supply chain teams to deliver clear and robust submissions.

2.      Engineering, Design and Risk

        Review and challenge designs, specifications and process solutions to ensure buildability, operability and value for money.

        Provide technical oversight of process design, including sludge treatment, biogas systems and energy recovery.

        Identify, articulate and manage technical, construction and operational risks within tenders.

3.      Programme, Supply Chain and Client Interface

        Contribute technical input to tender programmes, resource assumptions and sequencing strategies.

        Engage with designers, OEMs and specialist subcontractors to develop compliant and competitive technical solutions.

        Prepare and support technical clarifications, value engineering discussions and post tender engagements with clients.

4.      Knowledge and Continuous Improvement

        Maintain an up to date understanding of industrial treatment technologies, anaerobic digestion systems and relevant industry standards.

        Capture lessons learned and contribute to the development of standard methodologies, technical libraries and proposal templates.

5.      Experience and Skills

        Typically 12 to 15 years of experience in technical engineering, pre-construction or proposal development within industrial wastewater treatment, anaerobic digestion or related sectors.

        Proven experience leading the technical development of complex treatment plant tenders, including new build, refurbishment and upgrade projects.

        Strong technical judgement, process knowledge and understanding of commissioning and operational requirements.

        Ability to communicate complex technical solutions clearly in written proposals.

        High level of organisation and the ability to manage multiple tenders concurrently.

        Proficient in Microsoft Office and common engineering and document management tools used in pre-construction environments.
